WHO CAESAR

The Central Asian and European Surveillance of Antimicrobial Resistance (CAESAR)

CAESAR is the only pan-European surveillance network monitoring antimicrobial resistance (AMR) outside the EU/EEA. Covering countries and areas across the WHO European Region that are not part of EARS-Net, the surveillance network coordinated by the European Centre for Disease Prevention and Control (ECDC), CAESAR generates essential data to support national policies and strengthen AMR response efforts. As part of the Global Antimicrobial Resistance Surveillance System (GLASS), CAESAR bridges regional and global efforts to address AMR.

A joint initiative of WHO/Europe, ESCMID, and the Dutch National Institute for Public Health and the Environment (RIVM), CAESAR advances AMR surveillance through collaboration, scientific expertise, and data-driven insights.

Our Mission

CAESAR works to expand antimicrobial resistance (AMR) surveillance across the WHO European Region, improving data quality and supporting sustainable health monitoring. By collaborating with national partners, policymakers, and global initiatives like GLASS, CAESAR ensures AMR data is reliable and informs public health decisions.
In close cooperation with ECDC and EARS-Net, CAESAR promotes harmonized AMR reporting across nearly 53 Member States. With over a decade of collaboration, it continues to develop a stronger, more effective surveillance system to support evidence-based policies and safeguard public health.
